EDUCATION POLICY

I AM FOR...

  • An effort to increase reading and math scores for the constituency throughout District 40. 

  • Strengthening early childhood education

  • Community school partnerships with the creation of more before and after school programs and an increase of elementary and high school tutoring programs emphasizing math and literacy. 

  • Forge partnerships between schools and local institutions.

  • Increase funding and access to STEM & Technology resources

  • Reallocating district and state funding to improve dilapidated school buildings and to fund academic enrichment programs.

  • Encourage the academic development of trade and apprenticeship programs towards increased job opportunities within District 40.

  • Forge a thriving partnership with the Maryland Workforce Association (MWA) for better workforce opportunities in District 40.

  • Gas vouchers for tutoring school programs.

SMALL BUSINESSES

  • Provide increased fiscal incentives for small businesses to hire within the city. 

  • Provide greater utility cost relief in real time for district businesses. 

  • Advocate for small businesses through a Common Area Maintenance (CAM) fee cap.  

  • Support enhanced fiscal incentives to increase capital flows to local businesses. 

  • Create business incubators to train and support the constituency in business startups and increased business ownership. 

  • Align tax policy with development consistently across the district. 

  • Consistent support of Black business ownership and business growth.

POLICING AND PUBLIC SAFETY

  • Increase financial incentives for police, nurses, teachers, and firefighters to live where they work.

  • Property tax rebates for officers who own homes in District 40.

  • Rental subsidies through the city or nonprofits.

  • Down payment assistance through partnerships with local banks or organizations. 

  • Promotional opportunities for officers living in  District 40. 

  • Recruitment  centered around residency. 

  •  Cadet to officer program which would encourage scholars who want to serve and hire locally. 

  • Augment on-the-spot accountability for District 40 police units and fiscal support for good policing within the community.

  • Build trust through various initiatives.

HOUSING PLAN

I AM FOR...

  • Support truly implemented affordable housing within the district. 

  • Support the transformation of vacant land and abandoned properties into taxable, viable multi-use areas. 

  • Financially assist public workers to live within the district. 

  • Assist district constituents in home ownership program goals for more stable communities. 

  • Increase financial literacy programs leading towards stable housing for all constituents.

JOBS

  • Attraction of both white collar and blue-collar companies with higher-paying wages for constituents in the district. 

  • Increase constituent financial literacy for a more prepared workforce towards incoming jobs. 

  • Childcare services for working families. 

  • Increased workforce development training for constituency survival within the 21st-century Artificial Intelligence (AI) workforce environment. 

  • Increased tax incentives for businesses hiring locally within District 40 communities. 

  • Financial support for District 40 public sector and essential workers (teachers, firefighters, nurses, security services, etc.). 

  • Augmented trade industry programs for district constituents.  

  • Enhanced district workforce programs leading towards business and home ownership.
